Witsel, who was also being tracked by the likes of Blackburn, Roma and AC Milan, completed his move to the Estadio da Luza on Wednesday.
The 22-year-old has penned a five-year deal with the Portuguese giants.
Witsel is expected to be soon followed out of Liege by midfield colleague Steven Defour - who is in talks with Lokomotiv Moscow.
One player linked to replace Witsel is Germinal Beerschot's Faris Haroun - who was previously interesting Ipswich.
